The Office of the Director General for Health Care Services is responsible for the effective and efficient delivery of healthcare services with emphasis on clinical and corporate governance, service quality and accountability. It operates within a framework of controlled decentralisation and autonomy that promotes user participation.
Responsibilities
- To develop and direct healthcare services through the directorates within the department ensuring they are effective and responsive to users’ needs
- To promote citizens’ and patients’ rights and facilitate their involvement in the national health system
- To formulate strategic plans and operational policies that provide integrated services at both community and institutional levels
- To oversee the timely and efficient implementation of strategies, standards and regulations
- To coordinate the training and development of healthcare and non-healthcare personnel according to service needs
- To ensure continuous consultation with internal and external stakeholders including service users
- To support and liaise with allied healthcare professionals
- To identify issues in healthcare services and provide advice and recommendations as required
- To ensure a safe and high quality environment for users and employees and oversee the implementation of Ministry standards and regulations by healthcare providers.

- National Blood Transfusion Service – Pjazza San Luqa, Gwardamangia
- Id-Direttorat għas-Servizzi tal-Infermiera u l-Qwiebel (Nursing and Midwifery Services)
Health Care Services are committed towards the consultation and implementation the Strategic Objectives outlined in The Patient Safety Strategy 2025-2035 Public Consultation Document, mainly:
- Strengthening the Safety of Clinical and Care Processes by enhancing person-centred care through integration and safety of care transitions
- Engaging and empowering Patients and communities for Safer, More Effective and People-centred Services by Advocating for patient representation in all governing bodies and; Adopting and disseminating the WHO Patient Safety Charter.
